Article by Will Wooton and published online via King College London (date not included). Interesting overview on some of the things we know for ancient techniques. In one section though he states;

'For example guidelines, whether painted or incised on the nucleus, indicate that the mosaicists laid out their designs in advance of decorating the surface. Such evidence helps us to locate the craftsmen. It places them on site setting their tesserae by hand directly into the mortar and not creating their mosaics elsewhere in an indirect method'.

Lack of any guidelines could also indicate that the mosaicists didn't need any or were using a staff to set out the mosaic.
